While I still think the BS logic is fucking retarded you can't use wings to their full potential, its like your purposely tying one hand behind your back and both legs together during a battle for no reason what so ever. If I was designing the game and going the same route, I would have just omitted wing transformations all together to drive that point home and prevent people making multiple threads like this inquiring and/or complaining about it.
EDIT: This is not directed at Savin or anyone else in the dev team. It is what it is... Please don't ban me... >_<
If you want me to be honest dude, I don't care at all about not being able to use wings in combat. I resolve nuke just about everyone in 1-2 turns anyways outside a few exceptions to be able to take advantage of such an advantage that is flying anyhow.
I vastly prefer the out-of-combat fluff stuff with TFs. Being able to get to the Hornet Hive because you can fly is neat fluff that DOES acknowledge you are perfectly capable of using your wings. I'd also love if say, when you run into Shar with wings you just leap over the fence easily and back as a way of being like "Uh, but you can fly over them right?" Only to hear she can't do it well. (I HC my PC's a late bloomer with his wings and I envision he still manages to cheat in getting momentum into the air with his wings to leap over that fence because my vivid imagination likes to be extra)
I can envision do all the fancy using wing in battle shit and whatnot in my head anyways, I don't need a +15 evasion buff or anything to think my character is doing something with his wings. What I want is more MENTIONS of them in the world itself. Blurbs to show that they are there and that there's something they add to a scene just a little by being there and aren't just ignored. (It's like if say, for a whole derailed and completely off-topic thing, having Kiyoko adds more to a fair amount to Floofhaus content that wouldn't be there if you DIDN'T have her. The scenes themselves and the results of them stay the same, but having that one thing adds a little more "oomph" to them through blurbs and whatnot if that makes any lick of sense.) Imagine say, teaching Shar to be able to fly properly, and while the results are the same with or without wings you can get more hands on if you have them because you can actually demonstrate with them. You're not REQUIRED to have them to get the thing and do it better, but they do add to the scene to.
What I'm saying is I don't care about wings in combat, I care about PC's wings being acknowledged in the world itself. They don't need to be mentioned having difficulty getting through stuff all the time or doing stuff being harder with them ALL the time (Because wings are big and bulky if you gotta fly with them, so they'd be invasive getting through doors and stuff). But like, just enough to show they're there. Imagine a massage scene like Fisi's from TiTS where there's a blurb for her acknowledging your wings there, it's the little things. Stuff like that I focus on more in the long run than some combat buff.
