Does Lumi really need to do 30 flat Lust damage after Steele wins? It makes fighting her really annoying, like even if you won, you lost. With 100 Max Lust, Steele can fight her a maximum of 4 times before forcing masturbation if the player doesn't want to have sex with her (or auto-lose the next fight with anything). And that's assuming no Lust gain between fights. If Steele was at the maximum passive Lust gain cap (75), it maxes Lust. (And she's a very common encounter.)
It also feels out of place after minimum Lust requirements were removed.
Possible solutions:
1. Make it like the Male Zil, who sets Lust to 33 if below. (This one's also weird, but much less annoying.)
2. Make it subject to Lust/Tease Defense.
3. Make it a Willpower check to negate.
4. Something I haven't thought of.
Doesn't help that No Thx Bai and Overpower have functionally identical results.
