Carrie and Cora are a favorite of mine and their busts have furry legs. But other cowgirls like Lola and Brandy seem to have regular legs.

Carrie's description:
A single auburn-haired cow is sitting on a stool near the door, dressed up in a cow-print corset, panties, and stockings, but otherwise, the stall is empty.

Since they are sisters, and Cora is locked behind Carrie's scene, I think it's safe to say both are just fully dressed for the gig. Remember, NT is also a tourist destination, particularly that part of the barn. "Dress for the job", so the saying goes.

From the Treatment Codex:
"Most noticeably, small, rounded horns will typically grow in on the upper forehead. "Getting your horns" is a sign of adulthood on New Texas, but other bovine features may occur as well. Ears, cow tails, and furred thighs are all common. Some women may find their feet sculpted into hooves or hoof-like heels as well. Multiple nipples or breasts are somewhat rare, but do occur frequently enough for it to be a well-understood phenomenon. Cows with both are typically considered very desirable, both as milk producers and as mates."
