Can't get Vanae milk

I've been trying to get the Vanae milk mutation for my character, but it doesn't seem to happen regardless of how much sky sap I use. I went through 100 of them and got every single other mutation except for the milk. Is this a possible bug, or is my RNG just that bad?

Vanae milk TF isn't working for me either. All other transformations from Sky Sap work except the milk change.
