Scratch that: Only a second later after posting this, I realised that it says "and" and not "or".

Smugglers have the Jetpack Perk, not Mercenaries. There are two items* that allow flight, too.
* Arctic Nurse Rescue Outfit, Light Jetpack. Accounted for by the canFly check, but not in the tooltip.

Edit: hasJetpack should probably check for Booster Pack, too. Currently, it doesn't count for any canFly checks. like Myrellion's Deep Caves.

Speaking of: When equipping the Light Jetpack, the scene reads as if Steele was unfolding their wings and flying with them, even if they don't have any.
