Smugglers have the Jetpack, not Mercenaries. There are a few items* that allow flight, too (Arctic Nurse Rescue Outfit, Light Jetpack).
*Accounted for by the canFly check, but not in the tooltip.

Speaking of: When equipping the Light Jetpack, the scene reads as if Steele was unfolding their wings and flying with them, even if they don't have any.
