After installing a Cybernetic Implant that raises a Stat cap, it's possible to invest 9-10 more points in that stat, even though those points do nothing.

Bump for 0.9.073-PUBLIC#3944. Signet of Bravery exabits the same behavior.

Should be fixed.

A bunch of things that increase the max limits had been put in place, but we had no means of masking them out to follow our concept of effective vs raw values, like the actual stat values use in the level up screen. I juggled everything around to provide this raw value, so the level up screen now should not allow you to invest points in things that "temporarily" increase the maximum stat cap.
