I can't say how much of this was intentional design, but I can say that none of it is intuitive.
First is something I'm pretty certain is an actual bug: defending triggers Mutual Inspiration. I know that defending works by applying a buff, but the buff is only applied to the defending character and Mutual Inspiration usually only counts applying buffs to other party members.
Edit: this does not occur when the defending character has exactly 1 turn of Inspiration left.
With that in mind, I think the wording of Mutual Inspiration should specify that it only counts applying buffs to allies, not to yourself.
Third is that it seems like it only triggers when applying buffs with durations. Infinite buffs never trigger it, and while that might be intentional it takes a decent amount of effort for a player to figure out that's what is happening. Players may be able to intuit that at-will stances don't trigger the perk, but it certainly seems like a bug when Raiment!Etheryn's Aurora Arrow and Witch!Cait's Radiant Gift don't proc it.
