[0.7.6] Addling Beam inconsistency/error

Addling beam not working on Vulpine Empath, I used the ability on her but it had no effect and she kept using her abilities with cooldown. Not sure if thats on purpose, might need to test it more but in "Addling Beam png" I use it and in the next round shown in "Addling Beam #2 png" she's using her beam.
