I know the file has a save edited warning on it but all that was done was to make the character's hair silver and eyes blue, so this shouldn't interact with Quin at all.
For the last couple IRL days I have been grinding Quin up to level 5 so as to be strong as my other companions. While I have been unable to catch this bug in progress, I will finally succeed in getting his camping perk but by the time he 'should' reach level 5, he reverts to level 2, taking away his camping perk. I know that edited saves should never be posted in the bug reports but this seemed significant enough to be worth mentioning.
