If you look at the perk in the editor, it has several values. I was wondering what exactly (if anything) the four values did or related to.

You can naturally get a horn count higher then 8 and length over 30 with the deer/dryad horns. Using minerva you can also set the two values arbitrarily high well into the 1000's and the game doesn't seem to care, so I'd recommend removing the maximum allowed horn count/length. From the wiki...
