So how would the option to turn the warning off change anything for bugfixers? The bugfixers would just not turn the option off and they would still see that the save file they received from the bug reporter would be edited and they could bin it.

When reporting bugs they want you to give the save anyway. Since they can then see that it's edited, it really changes nothing for them and saves them no time.

It's a bother when you can't choose to avoid certain unique NPCs when they're not even related to any sorts of quests. Let the player decide if they don't care about the NPC or events the NPC leads upto and allow the player to avoid them indefinitely.
