It shouldn't, that's just something that happens to determine whether or not it can drop.  If it doesn't break you should have a 1 in 2 or 3 chance of getting it.  If I'm reading the coding right anyway.  Best I can say is keep trying and it'll happen eventually.

It only drops from the ones specified as wielding them in the description, so that might be part of the problem.  The chance for those to turn up is 1 in 3 or 4.  The chance of them dropping their axe is about the same, I think.  Could just be bad luck on your part.

Not sure what the real odds are, but it has yet to take me less than 100 trips for each chest.  More often, for me at least, it takes 200-300 trips for each chest.  Really annoying.

As I recall, its not specifically the Fox Jewel that will do that, it just happens sometime after 100 transformations.  I don't know if having the alchemist background would make you unable to get the perk or not, given that they would cancel each other out.

You can use it, but damage will be at its minimum.  That's a base of 10 if I'm reading things right, while at 100 corruption it should be 20, plus whatever your perks add to that.

Stat cap increases by 25 every new game + up to four for a total increased cap of 100.  Not sure to the extent different races raise or lower the caps though.

Speed needs to be at least 75, as well as needing the perks Evade and Agility.  Agility needs you to have at least 75 speed and Runner, which you can get at at least 25 speed.
