You are majorly overthinking this. Despite the name, it's not actually a timer. It doesn't tick down over time (if it was, they'd use a hidden Status effect). It's just there to compare the time at which you met Ula to the current time to see if she should still be there. You set...

No. She disappears when the current time is ULA_LEAVE_TIMER + 7200 or greater.

If you just changed it to 0, there wouldn't be much point in calculating it. ULA_LEAVE_TIMER is set when you first meet her and she stops appearing if the current time is too far after.

Either set ULA_LEAVE_TIMER to a time closer to your current time passed in minutes or setting ULA_SAVED to 1 should put her in Kor'gii Hold.

It's supposed to, but I don't see the button in-game. It's also supposed to be able be used on Tails, Tongue and Gills, but I don't see those, either. Bug? Too many buttons and no next/back?
