Somehow, you got "CHEATS_ENABLED":0 Normally, it should be undefined (or not in the save at all), or 1 (enabled). To fix it, just load the save in your text editor of choice, search for Cheats and change the 0 to 1. Unfortunately, this won't prevent it from happening again.
