You have to 'Use' the items first. Posters will be added to your collection, then you can place them with the Decorations button. Dong Designer et. al. will be installed. The 'Installations' button is for using them afterward.

Turns out it is possible to learn about Feruze's Contact with Wander, but as TheShepard says, it's unreliable. There's a random encounter with a Peer, then a couple of hours later she'll give you the lead.

Despite 'Wander' being in bold, you actually have to 'Visit Bar' and ask about 'Contact'.

Speaking of cooldowns, does the random Shower scene have one? And is it shared with the Swimming Hole and 'Bad End' menu? It seems like it. If so, a 24-hour cooldown may as well not exist, because you can't get the repeat menu more than once per day anyway.
