You just have to use a .swf player program. Adobe has one called Flash Player that should work and there are several other third party programs that can be found just by Searching for swf players

I'm going to assume that you're using Chrome for your browser and tell you to try using a different browser to download it. Chrome has been noted as having problems downloading the .apk.

It might be the browser that's the problem. I've read that Chrome has been having problems with the apk, so you might want to try another browser and see if that fixes the problem.
