Not a bug as I'm pretty sure Savin has said before it's intentional. Is unfortunate, but pretty sure this is design choice as self damage doesn't proc other items either. Agni is the best way to consistently proc the set.

Well seems fair it would be an nice combo though, than the Exertion backlash proccing both effects from the Everblossom Hood probably gonna be removed aswell dunno.
