The UI gets worse every time I return to the game please help

Can someone please tell me what combination of options will let me have an inline image that switches from my bust to the npc i'm interacting with, the minimap in the top left corner, my health, shields and stats displayed beneath the minimap, , and a 4 button movement control beneath my stats. This used to be posiible but I can't make it happen anymore.
Pre-legacy is close but has no inline images. Legacy is close but doesn't show stats. The modern layout can get it all in there in an ugly way with the control overlay but the map and controls constantly disappear. I have no idea why this was changed when it used to be perfect.

Also how do I enable the cheat menu. Clicking the i after loading a save isnt working

Display->Micromap (On). Then expand the bust and the map.
I think that will get you what you want, if I'm understanding you correctly.

1. Did you click the dot in the 'i'?
2. Did you click it 3 times?
3. Are you on Chrome?
Chrome may be a bug. lowercase_donkey says he found an issue and it will be fixed in the next patch.
You can also open the console with F12 and type
flags.CHEATS_ENABLED = 1
