I denied the option to sneak on with the slaves, but now I don't know how to access the second floor. Am I stuck?

If you find the incomplete spacesuit and its helmet, you can use the now completed Pirate Spacesuit to walk outside of Zheng Shi (and fight the crab bot blocking your way). Not sure what you would have to do if you goof up and drop either items.

 

[Tide Hunter]

Fight Overseer Maike to get the helmet, go to the far right of the first floor where there is a safe tile to get the incomplete spacesuit. Use the helmet to make the Pirate Spacesuit. Equip it, and save, then do the spacewalk. This will let you fix the power to the elevator so you can get up, and though you also have to beat a rather difficult Spider Robot called the Excavation Robot. It's level 10 with 200 shields and 1050 health, and deals pretty heavy damage, but this will unlock the spacewalk between the hangar and the mines and also unlock the elevator.
