So I've gone past the point where the Sidewinder is acquired and also fought Dr. Teyaal three times ending with sparing her, though the dialogue alludes to meeting her again in the recreation area, there's no presence of her anywhere.

Are there any extra areas besides this one?

There will be a Command Deck added sometime in the future, where we'll be able to interact with the bosses of all the gangs (and possibly Maike too, though that might be me misremembering something). If Teyaal isn't added to the Recreation Deck, she'll be there. I know for a fact that the Rat's Raiders' boss can be 'befriended' by befriending the other Rat's Raiders, giving him Platinum-190, or by beating him in a duel, and after that, each Rat's Raider will get their own interactions.
