I can get her down to zero, and she will still regenerate, even if she is shocked/dazed. Ultimately, I'm forced to "wait" her out to have a chance at beating her.

As far as I know, this is intended. However, it would be a good idea to try the latest version of the game as well. Reporting bugs on not-the-latest-update is probably not recommended (although a lot of stuff appears to be broken right now, so for general gameplay purposes, well...).
