The 'Power' Exertion has two handicap's to it.
Being the first one having it deal backlash damage back to the PC with the amount depending on if or not you have the Silver Mask equiped (even though the damage type being Raw damage compensating a bit for this), and the second having to occupy an armor slot for it to work at it's best.
I'm not complainig about the whole mechanics per say bein it the backlash or having for max. potential it to the head armor slot but it for all that it could have an extra effect to balance it a bit more.
Namely adding an single target two rounds of Staggered effect to it, as the description of Exertion describes when used "You replace your 'Equiped Weapon' and bring your hands together, pressed together at the butts of your palms. After a moment of focus, you draw upon your inner energies, forming a tight sphere between your fingers, and thrust it toward the opponent. The strike lands true, and 'Enemy target' is sent reeling.", fits perfectly whit the suggested effect due to 'reeling' definition being: "... staggering or swaying; unable to walk straight because of a blow, intoxication, etc..." That would help to mitigate a bit the next incoming damages from that target (specialy when not using the Silver Mask).

Also analysing it better it seems when using Exertion the 'Raw' damage being mitigated doesn't make much sense for the 'Power' to have an backlash attached to it.
But that comes primarily from 'Raw' being an physical damage that is mitigated by armor as i thought that the meaning of 'Raw' damage type would just ignore armor or be unmitigatable all together (Like an Force damage similiar to gravity wich armor does nothing against, probably only mitigated by HP shields wich would be an opposite force in an sense), and there are no resistance against it aswell.
When i use it against for ex. an Hobgoblin Thief (wich has 76 armor) it deals 113 damage to it whit the tooltip displaying it will deal 186 Raw damage (the champion has 565 HP).
How Exertion currently works or how 'Raw' damage currently works in comparison there alot of far better powers (even in the same level) wich excel in damage (and some have other abilities attached to them aswell) compared to Exertion due to 'Raw' damage being the same as 'Physical' damage in practice just without any resistance against it (ability to dodge that type of attack), yet having an backlash damage wich is also mitigated by your own armor will vary depending on the PC's own armor by if being an high armored PC (mostly Heavy Armor)will suffer less than one with light armor (wich mostly is what an classic Monk uses) using this 'Power'.
So if your going against an high armored boss/mob (or damage reduction perks like the last boss's of the second+ run in the Khorminos Arena [haven't verified that but it seems it would wreck more into what little was dealt and the big backlash in comparison you would get]) while being an light armored PC you will deal little damage in comparison to what the backlash will deal back at you with or without the Silver Mask so it becomes really unsustainable to impossible to use and maintain in such fights, making it more an technical issue (forcing the PC to have X gear and just use in Y the 'Power' Exertion) than an issue/choise of playstyle.
If it was mostly unmitigatable (only by HP shields) it in it's current form would make more sense.

(Reason why i'm writing this is because there are really few similiar to Monk type Powers in the game, and by this one being really Monk like it is an pity for it to be not so pratical for use.)
