How do I trigger it? I have holiday events to on and I've completed all related content to the winter city. The only content I haven't done is the second Kinu story and the ball.

Sometimes it just refuses to trigger even if you meet the requirements for it to happen. It's happened to me a couple of times when starting new characters. My best recommendation is to just exit and enter the palace (actually exit, not just moving back and forth on the tiles) till it triggers.
