So, I'm planning on playing a wyld elf-goes-manticore-goes-dragon. If I use mandrake root dragonsblood with the dark green wings, will the scales match the color?

I tried your desired tranformation path of elf->manticore->dragon but couldn't get the dark green wings to work with mandrake root+ dragonsblood. Every transformation that would give my character scales also changed the scale and wing color
