ok so, i reset my run, cause i had missed out on some stuff and wanted a redo, but when i went to go grab the harpy for the wayfort, she wouldn't show up no matter what i did. for context, im already level seven, so its not that im underleveled for it

Did you get Agnimitra before entering the Foothills, and did you enter with her?
Are you playing with an male or female character?
Now if you don't enter the Foothills at start and finish the 1 act first (wich is enetering and finishing the Palace of Ice) and you go afterwards in the Foothills with Agnimitra in your party you will have an different presentation of the harpy MAtron having an conversation with Agnimitra.
As an female than just keep attacking the harpies for some time and have sex with them, after a while check at the Wayfort and she'l appear there asking permission to stay there (as an female you don't need to impregnate her, and this also works if you go to the Foothills before Act I and get the Wayfort afterwards).
As an male have battles with the harpies normally till you meet Zhara (and have had sex with the harpies aswell), afterwards you just sleep normally at the The Frost Hound (like if you went at the start to the foothills before Act I) and she will appear as an random appearance while you sleep there and have no bedmate selected and impregnate her. When her first pregnancy is finishes (or is pregnant i don't remember well) go to the Wayfort and she will appear there asking to join the fort.
