Why was Berwyn removed to an extent instead of just being declared "Feature Complete"?

i mean, he was a decent enough teammate and had significant enough content. A good amount of characters aren't going to get more content or significance than he had.

Simple -> because as companion he was not "Feature Complete".
We still need 2 more levels for every companion (which means at least powers if not a set or two and i don't remember at what level he was retired), and then they (companions) are required to be put into main or side quest which was taxing on the team.

So to conclude -> to make him "Feature Complete" at that moment he needed to be cut as companion.

In addition to the gameplay reasons mentioned above, his personal plotline was incomplete and without a writer he would've had no dialogue or any future main story quests. Story-wise he would've been functionally non-existent.

Does make me wonder if Quin will end up going same way, as their author also has disappeared as far as I know. And all dedicated authors are already busy with their own characters.

While arguments against these things exist, I'll agree that there was JUST enough reason to toss the character the way they did. At least losing him made it interesting with choosing a replacement for third teammate at first.

I like Quinn's power set at times, so I hope they don't abandon him. Even his second one was at least interesting for a little while.
