This makes very little sense to me. Side note, why is the secutor chest piece light, but the rest of the set heavy?

because its called a chest piece but its really two straps of hardy leather, as apposed two actual metal used in everything else

Because it's a penetration stat, and all penetration scales with Strength.

Running off similar principles as scale armor, this suit has been made from many, many small scales of iron

Lamellar is absolutely not laminated fabric armor, neither in CoC 2 nor in real life.

Here's the description provided by Wikipedia: "Lamellar armour is a type of body armour made from small rectangular plates (scales or lamellae) of iron, steel, leather (rawhide), bone, or bronze laced into horizontal rows."

Same reason that Might raises all damage dealt in the Pillars of Eternity games, or the reason that Strength affects melee attack accuracy in Dungeons and Dragons: the creators decided it should.
