Why did Savin take the reins?

Apologies if this is rude of me to ask, but this question has been bugging me for a bit: why did Fen give Savin top authority on CoC2? Is it because of his burnout? Or did he just not want to have to manage 2 projects at once?

And while I'm here, out of curiosity, has fen made any content for CoC2 at all?
