Why are the Marked Merk Mercenaries alright with harassing caravans in the Foothills?

This is something we've not got a proper explanation in game. You even encounters a few of their members - Lusamine, Janeen, and Boomer in Hawkthorne and there is not even a dialogue option to ask why they are resorting to banditry nor do they ever seem to recall ever encountering the player character in the Foothills, at least to my knowledge.

Unless someone picks up the content to complete it (and hopefully expand on Lusamine and Boomer), they probably be on the chopping block when Savin starts removing incomplete content at one point. We already seeing bits of it happen now and then.

Which speaking of the chopping block: If you enjoy their content, I'd suggest keeping a public build downloaded so you can return to that content if/when it does get removed.
