The protagonists for all three games are highly variable, so it's hard to say.

I'm leaning Steele, if only because all the classes can Stun/Paralyze. I hear CoC 2 has a system of diminishing returns for crowd control abilities, so that might affect the outcome.

If Steele is allowed to use their spaceship, almost certainly Steele.

Honestly I'd have to give this one to steele.

COC1 protagonist only learns 7 spells maximum(mind you I'm not factoring in optional Racial special attacks like fox fire/possess, or special attacks NPCS can grant you), and their strongest weapon only does 17 dmg with no extra effects like enemy debuffs or anything.

COC2 companions are practically useless in this fight, given the amount of AOE/Multitarget attacks Steele can potentially have. And the COC2 champion would struggle with all the debuffs Steele is capable of inflicting.

Both COC protagonists would, and the shield generator Steele gets would drag the fight out like its nothing(to speak nothing of the fact Steele doesn't even have to be in the same area as them, he/she could always just pull a Boba Fett and blast the COC main characters into oblivion, planetside from the comfort and safety of their own ship).

Champion 2 definitely feels like a TRPG character, depending on the class.
The setting is low fantasy to begin with.

Champion 1 feels like a JRPG protagonist, especially in the way he single-handedly tears apart a Demon King.

However, Steele defeats a dragon and destroys a mechanical golem all by self...
Even excluding the spaceship, Steele seems to be the most powerful.

Huge Warhammer (Attack 15): Has a strength requirement of 80. Classed as a large weapon, and may cause the enemy to become stunned.
Spiked Gauntlets (Attack 5): May cause the enemy to be stunned.

Ignoring Steele's spaceship, because that'd just be completely unfair (you try fighting an orbital bombardment), the Champion of Hawkethorne's allies since they're not included in the question, and specific numbers since the three games have vastly different systems:
  • On the sexual side, I'd say they're all fairly evenly matched if they're equally built for it - though for Hawkethorne specifically, that comes at the opportunity cost of being worse on the physical damage side. As this can't help establish a clear winner, I'm going to ignore it.
  • On the offensive side, Steele has guns, which are far superior to any other ranged weapon, and most of their melee weapons often have something that give them an edge over the more traditional ones the Champs can wield. Ease of access to status-effect-on-hit weapons, especially Stun Chance, is also a point in Steele's favour. Yes, the Champs can use magic, and Hawkethorne has plenty of powers to improve their weapons, but those feel like they'd maybe be equal to guns at best, most likely lesser on average. I give Hawkethorne an edge over Ingnam due to their ability to combo their powers for pretty substantial damage, even before accounting for specific class perks. Plus, quite a few of Ingnam's special/magical abilities have a chance to backfire on them.
  • On the defensive side, Steele has shields, and even without those, most armour they can access would still be higher-quality than any armour either Champ can find. Both Champs have healing magic, though again Hawkethorne has the edge, since they can heal via at-will powers (some of which are stances providing passive heal-over time) - but again, I feel like that would maybe be a match to Steele's defenses at best, and lesser on average. Unless Steele's a Shield Tech, in which case they have slightly less offensive power in exchange for nigh-impenetrable shields.
As such, I think Steele's technological overmatch makes them the victor (especially if they're a Kineticist, Ranged Merc or Melee Shield Tech), with the Champion of Hawkethorne in second.
