Where's the oracle and who's Sugoi?

I saw in the new release that there's a new drider oracle, but have yet to find her. Is she actually in the foothills? I've been up and down the entire foothills like 5 times now and have yet to even encounter her.

Also, I saw some character named Sugoi got a new scene. Who's that?

"Rags" is short for "Ragnild." She's the smith of the Kervus tribe and stays at the warcamp in the eastern Foothills. To find her, you have to complete the quest that gets you access to the warcamp: you can find information on that on the wiki, which is linked on the front page of the site. She doesn't have a page on the wiki yet, but the quest has its own page, entitled "Right of Conquest." She'll be in the smithy, and you can talk to her in the evenings, when she's not working.

Addendum: you have to complete the quest and not fuck Arona over at the end, otherwise you complete the quest but lose the warcamp forever.
