Where to find Jasvalla?

So I must be missing something here, as I cannot for the life of me trigger the first meeting with Jasvalla. According to the wiki, she's supposed to attack the player on Mhen'ga while at levels 2 or 3. I started a new game this morning and I've been running all over Mhen'ga but she's not appearing, and I'm really close now to level 4. Is something wrong with my game or am I just really unlucky? Or is the chance of her appearing something like 1/10000? Or is there some other trigger that the wiki is not mentioning? Or did I find a bug?

I'm playing the public version in my browser, so pretty sure I'm on the latest. I was pretty sure I saw that she was in the public release by now.

I figured this out like 30 seconds before I saw your post. I decided to head to Tavros and boom, there she was in the lift.

Now I seem to vaguely recall that this gating mechanism was added because not everyone was on board with her content.
