Where is Vulrik?

I saw the description of him and his shop on the recreational deck of zheng shi, but I cannot find him anywhere. Am I missing something?

What version are you using? Latest public is 0.8.031.

Vulriks was added in 0.8.023.

Anything older than that won't have him.
