Where is the sub tuner?

Hi sorry to bother everyone I would like to explore Belles scenario but I cannot find the Sub tuner. I have looked all over uveto for it but I can't find it anywhere. Are there requirements before it appears?

I have all those requirements and yet I have covered every tile in the space station and no collar option showed up. I have only a penis does that influence it? Do i need a vagina too? I am a taur does that also influence it?
