What it says on the tin. I'll delete this once I get an answer if I can, but I have the keycard and I've beaten the rival, though I just can't actually FIND the Sidewinder to get the content.
I figured it out. While the Sidewinder is still there, there's no icon on the map saying so. You just need to move north an extra time. I'm so used to the map just showing all locations and use WASD so I didn't notice for a while.
