Where do you use Lustful Liquor?

I've been trying to use it but the use button is greyed out and it just says "Oak's Words Echoed... There's a time and a place for everything but not now."

Means you already maxed out your Libido. All it does is increase your Libido. Ice Wine is its counterpart.

Oh. Whoops. Thought I was under 100. Must of done something to increase that to max without realizing it.
