Long story short, before I could back up my most recent save, my computer stopped charging and eventually died. This game was the last thing on my mind at the moment so I forgot to back it up. So now I'm at the point where I'm getting the files on my computer backed up. But about the saves on google chrome, where are those saved? Is it in the cache and thus impossible to retrieve? Or is it somewhere on the computer?

I did it many times in Firefox -> so I'm not so sure about Chrome, however -> typically you can move your whole browser profile and this in fact moves stored passwords (not always nowadays), browser history, and saves from both TiTs and CoC.
You should have chrome folder somewhere here:
C(your windows disk):\Users\{YourUsername}\AppData\Local\Google\Chrome\User Data\(Default)
AppData is typically hidden folder so you need to turn on visibility of them in explorer.
Either copy content of whole User Data folder but Default could be enough (also there could be more profiles if you used them beyond the default).
Typically it is better to first install and use something on the new pc -> as that creates folders and register profiles (atleast the default one). Then you can try to copy contents of Default(User Data) to Default(User Data).
Ofc this is generic IT device -> I would need to try it myself.
