When going with Eirina to do the quest, is the being able to steal the two quill powers intended?

At he first quills you don't see if the powers ('Quill Burst', 'Quill Shot') are able to be stoken yet you can steal both all the same, at the Wraith Touched Quill you can see that the Recharge one is stealable though.

that's probably just a bug (not being able to see that they're stealable) or maybe you're seeing wrong?

The first pack you cannot see it as suggested stealable powers, at the Wraith Touched one only the rechargeable one appears as stealable.
Yet similiar an similiar thing has happend in the passed at the Coastlands with the Succubus Blackguard, where Powers wich were not meant to be obtainable yet were.
So this time i'm asking here about it before reporting it as an bug.

The power in question being Tira's Embrace and apparently it was meant to be obtainable as it can still be acquired, just that it was changed from a ultimate to an encounter power. so i think this is just a bug that you're able to see that they are

Think it's previous state as an ultimate was not and got changed to the current encounter one .

Update: verified it again and both powers do appear so to be able to steal them, probably had learned them as was loking for something i would eventually not find.
