What is "the Treatment"?

I know what the item itself is, I've take it myself. But when I mouse over New Texas, it calls The Treatment a quest. And happening to glance over Shelly's page on the wiki, it mentions a "Nurse Shelly" from "the Treatment", which implies it's a quest. But like... What is it? Is it a quest?

It is kind of weird that the Treated 'Quest' doesn't have a check mark to signify it's complete.
