It's the holodisk you pick up when doing the Phoenix rescue thing. It's a key item but as far as I know it just doesn't have a use? If you know something, please tell me.

There currently is no use, other than being a trophy or souvenir of sorts; something you have for the sake of having it, and reminding you of the circumstances surrounding how you got it. Maybe Savin was planning on writing a scene where Steele watches it, or if Nivas Oxonef becomes an interactable NPC she could sign it, but otherwise I have no idea what it was intended for.
THEORETICALLY there was EVENTUALLY SUPPOSED to be a holodeck where you could plug that into but that has clearly never materialized.
