I have tried multiple things already (playing as male character) and i don't seem to get the option from her to consume an Bovum Sherry for the milky event so to obtain milky breasts permanently.

What are the conditions for Arona to gain the option to consume an Bovum Sherry so to become milky?

That's cuz you the player have to get pregnant (possibly with her kids iirc) to even have said option.
