Weapon buffs and dual weapon weirdness

I have tested all the elemental weapon buffs from powers and items I could get my hands on, applying them to my duel-wielding Champion and Brint, I've found out that across the board the extra damage from those damage buffs doesn't seem to apply to the off-hand weapon. Conversely, any Attack Power buffs you get apply fully to both weapons, making Blessing the most viable option - on top of its inherent advantage of giving a party wide buff the potency of which doesn't depend on user's spellpower.

With the exception of Dual Blitz, no weapon power that delivers a more powerful blow utilizes the off-hand weapon, making the extra demage output you get from it even less impressive. You don't seem to get extra rolls for applying the powers' associated debuffs, either. You essentially sacrifice accuracy and defensive capabilities for very little gain.

Is all working as intended? If yes, is there any chance some of it might be changed or tuned eventually?

That would make Assassinate viable if you got two +500 AP attacks but we live in a world where ultimates must suck. My guess is that it's intentional.

im confused. when i attack with dual there are two separate attacks and the second attack can miss

does it add 50% of the off hand stats to your main hand or does it make a separate attack with the off hand weapon using the reduced stats? because it says its supposed to be a 50% buff to your main hand but it still makes a second attack that can potentially miss

Pretty much what the comment above said: in the thread Paradox linked Savin had described the system working entirely differently.
Dual weapon attacks don't actually make two attacks; your one attack gets 50% of the stats of your off-hand attack.
This is not how the dual weapon attacks seem to work for Champion, Brint's special skill and pretty much every enemy that wields two weapons at the same time. Both attacks seem to be calculated separately for the purposes of their crit/hit/miss; the damage of the offhand weapon is cut by about a third and doesn't get boosted by anything except for effective overall Attack Power (or Dual Blitz). Both attacks use the same values for Armor Penetration, Crit Chance, Crit Potency and Accuracy. Those are derived from combining all of the character's stat and gear provided values - off-hand weapon has all the bonuses it provides except for negative Accuracy cut by about a third, just like damage - adding extra -10 Accuracy for dual-wielding.
