I started a new playthrough in the latest version (0.9.008) and entered the bar on Tavros for the first time. Verusha was there, and when I talked to her she professed her love for me and referred to some mission we did together... even though I have not been to Tarkus yet and have never met her before. I loaded a previous save and went in and out of the bar a few times; she would randomly be there sometimes.

I dug around into this for a few hours and incidentally fixed a few other things, but I couldn't get this to happen for myself.
I'd like to see a save if possible, so that I can dig into the flags state and see if there's a gap that has crept in somewhere that isn't jumping out to me just looking at the code.
