Title. The formula for Sorran chant's weapon buff is:
[23 * (Splpow DmgAmp)
However, regardless of how much spellpower the Champion has, Sorran Chant's weapon buff is always a flat 23 storm damage.
With 123 Spellpower as in the screenshot, you'd expect Sorran chant to do:
(1 + 123) / 200 * 20 = 32.3% Healing
(1 + 123) / 100 * 23 = 51.6 Storm Weapon Buff.
Image two shows the healing is properly scaling with spellpower.
Image three shows the weapon buff isn't properly scaling.
Second more minor bug:
Frostwarden doesn't retroactively scale their weapon buff like Scaldic Cadence does. This means that blessing does not buff an already active frostwarden's damage buff, but if Blessing (Or any Spellpower buff) is applied then Frostwarden is activated. It keeps the Buffed Weapon Damage buff indefinitely (Or until you're knocked out of the stance).
