Steele can return to Uvento and upon reaching the surface, the entrance to the elevator to the deep sea research facility is re-enabled (see attached save). The square before the elevator correctly says the elevator is taped off, but evidently Steele is having none of that (the actual access to the elevator is enabled). And, humorously enough, Steele can descend and encounter Kattom down there (see attached screen shot). Looks like whatever code is supposed to turn off that path isn't getting run.
