Go to the last square of Zone 1 in Coastlands. Hit [Explore] until yo find a new passage. There you'll find the Goats. You may need to go back to hook the goats to lift, don't remember that.
Towards the end of Zone 2 you'll find a black square to the right/east. Enter to fight Maidensbane and grab the rope as your price.
