I found out where I went wrong. By default, Lust Defense is actually level/1.5 + Willpower/4, rounded up; for some reason, Steele's Lust Defense is overridden to be Willpower/5 + a bonus from the "Beta's Satisfaction" status effect.

I just stun him with low blow and kinda just beat on him until I get my money

For me it's just spam Paralyzing Shock and Overcharge, and for the energy thing I use a couple of pexiga saliva. (Sorry for my bad english, it isn't my first language)...

Yes, this work too. However, for me at least at level 8 Paralyzing Shock missed almost every time. At level 9 it always hit and I didn't even need to prepare for fighting him, just Paralyze and hit him twice then paralyze him again and repeat
