Transformation Tied Abilities

To my knowledge there is only one Power you can currently get as a direct result of transforming your character's body. As the developers have explained, their main reason for not putting in more (and for the only existing ability being rather unimpressive) is to avoid creating a push for people for getting transformed away from their desired form.

My main question is this: will having racial abilities be something the player will need to learn from a trainer (and likely pay or barter for) alleviate enough of those concerns to consider having them? Something like learning proper flight from a friendly harpy/manticore/hornet and getting a usable Flight stance, with a potential option to learn a couple of the arial moves afterwards.

If those powers won't be best in class or will have niche application, extreme power gamers and avid collectors will be the only people who will feel compelled to get them at the cost of being stuck with physical transformations they don't necessarily want. In contrast, actually utilizing the most prominent feature of the body your character obtains for gameplay will feel quite satisfying.

Or you can use save edit to pick up specific and unreachable powers that match your character the best!
Want to create a harpy? take the flight!
A minotaur? By The Horns!
How about a marefolk exhaling a cloud of pheromones smelling like Horsey Heat?

It's your choice! Just don't come crying in the forums if your save is corrupted or full of bugs!

Out of any changes to one's save, granting your PC otherwise unobtainable Powers seems among the things most likely to corrupt the file or lead to weird issues cropping up.

Plus even more than getting the Powers, interactions with the NPC trainers seems to me like a neat idea. Enough that I was compelled to start writing some stuff down for those before it occured to me that they will more likely than not be summarily rejected. ¯\_(ツ)_/¯
