Tentacle Trouble

How does one trigger the Tentacle Trouble for Turned-on Tanukis quest line? Any specific requirements? Is it still bugged in the latest public build?

I've spent countless hours wandering around and been unable to find it.

Just save edit it in. I spent literally three hours grinding for it, only to find out that a bug made it literally impossible for it to drop.

I already set the Met_Kiro flag to 1. I'm more asking about where/how do I grind for it, and whether there are any other requirements (like how much of a tanuki do I need to be).
